Eligibility

Newport City Council publishes a Leasing Scheme Wales landlord offer: the council leases the property for 5-20 years with guaranteed rent paid regardless of occupancy and full property management, housing homeless households. Properties must meet Welsh Government standards (EPC C), with grants toward works - up to £5,000 standard and up to £25,000 for long-empty properties on longer leases. Landlords need lender consent and proof of ownership.

Notes

Participates in the Welsh National Empty Homes Grant umbrella (welsh-government row). Grants up to £25,000 for properties empty 12+ months, conditional on owner-occupation 5+ years. Applications close 30 September 2026. No council-specific top-up identified.
