Eligibility

For people who are homeless or at risk of homelessness, the council may pay a deposit or the first month's rent to help secure a private tenancy, assessed case by case on affordability. This is a tenant-routed grant paid to secure the tenancy rather than a named landlord scheme; the council also runs a free tenant-finder service for landlords.

Council tax premium

A property is classed as "long-term empty" once it has been unoccupied and substantially unfurnished for a qualifying period. The premium is charged on top of the standard council tax bill.

Notes

Rotherham has an Empty Homes Plan and applies council tax premiums (100% after 2yr, 200% after 5yr, 300% after 10yr). No current owner-facing loan or grant scheme advertised. Historic Home Appreciation Loans (HAL) regional scheme no longer promoted.
